Joel holds a Master’s of Science in Management, with an emphasis in Executive Leadership, and presently facilitates seminars for libraries, law enforcement, security, educational institutions, customer service representatives, government agencies, hospitals, and private corporations throughout the United States.
Joel Francis was honored to serve as a sworn member during a 20 year career with the New York City Police Department. In addition to multiple uniformed and plainclothes assignments, he trained officers in Tactical Communications, Interacting Effectively with the Ridership/Public, Defensive Tactics, and Firearms Safety and Proficiency. Having being trained to teach Verbal Judo by Dr. George Thompson, he served as the Commanding Officer for NYPD’s Verbal Judo Training Unit, where he taught this powerful Art of Persuasion. He was also the lead lecturer for the implementation of the NYPD’s Courtesy, Professionalism, and Respect Program in 1996.
Joel served for 2 years as the Chief of Staff, Chief of Special Programs, and as the Chief of Education and Training for the Baltimore Police Department (2003-2004). While there, he successfully instituted a “Uniformed Sensitivity in Action” (USA) program, which incorporated civilians into the annual in-service training process by generating dialogue on such sensitive issues as racial profiling, police profiling, and how negative interactions with law enforcement affect children. During his time as a Chief in Baltimore, Joel worked closely with the Mayor's office, States Attorney's office, the City Council, and various community and religious groups, and gained a deeper insight and appreciation for the challenges facing executives and upper level management.
As an adjunct Professor at John Jay College, he taught “Police Supervision in a Multiracial and Multicultural City”. Joel also taught Speech at Monroe College. Additionally, he has attained an in depth understanding of Campus/University life while an Assistant Director for Columbia University and Monroe College's Departments of Public Safety.

Joel has been affiliated with the Verbal Judo Institute since 1999, and has found that his background, experiences, and growth in both the public and private sector, have enabled him to effectively facilitate Verbal Judo seminars for almost any industry and management level. Joel prides himself on both reaching each and every class attendee as he shares the message of Generating Voluntary Compliance by using tactical empathy, as well as the underlying importance of treating all people with dignity and respect.
